The
New Jersey Family Health Care Coverage Act
Re-establishes NJ FamilyCare Program,
expands eligibility for Medicaid program for parents and adults without
dependent children and provides for pharmaceutical manufacturer rebates
for GA program.
New
Jersey’s Bias Crimes Law
This laws seeks to preserve the purpose of the
New Jersey bias crime statute by establishing the separate crime of
bias intimidation which must be charged and proved as any other crime.
A person would be guilty of bias intimidation if the person commits
any crime listed in the bill with a purpose to intimidate an individual
or group of individuals because of race, color, religion, gender, handicap,
sexual orientation or ethnicity. Bias intimidation would be graded one
degree higher than the offense that was committed with the purpose to
intimidate. Upon a conviction, the sentence imposed by the court would
not merge with the sentence imposed for the underlying offense.
Prohibitting
Insurance Discrimination
Provides that an
insurer shall not discriminate, by engaging in the practices listed
below, on the basis that the insured or prospective insured: is or may
be a victim of domestic violence; employs a victim of domestic violence;
or is a domestic violence shelter or is employed by a domestic violence
shelter.
Front Seat Passengers Safety Belts
This bill would permit the enforcement of the
"Passenger Automobile Seat Belt Usage Act," which requires
the driver, front seat passengers, and children under age five to be
belted, to be enforced as a "primary" action meaning that
a law enforcement officer would be able to stop and ticket a motorist
if the officer observes that the motorist is not wearing a seat belt.t
Statewide
Tuition Waiver Program
The purpose of the program is to provide State-paid
tuition to children who have been under the care and custody of the
Division of Youth and Family Services (DYFS), and who are interested
in pursuing college or vocational education at a public institution
of higher education or county vocational school in this State.
